
Following the Hainan Guest‑of‑Honor series of events of the 4th China International Supply Chain Expo, the China Culture Promotion Association Industrial Investment Association (CCPAIIA) actively responded to the call from relevant Hainan provincial leaders and the China Council for the Promotion of International Trade Hainan Sub‑council (CCPIT Hainan) to promote the implementation of high‑quality industrial resources in Hainan. From July 17 to 19, 2026, the CCPAIIA organized a delegation of ecosystem enterprises to visit Hainan for a dedicated inspection and exchange mission. The delegation successively called on the Department of Tourism, Culture, Radio, Television and Sports of Hainan Province, Hainan Tourism Investment Group Co., Ltd., Hainan Tourism Scenic Area Association, and Haikou Xiuying District Tourism Investment Company, engaging in in‑depth discussions on digital cultural tourism, outdoor sports, automotive tourism, rural revitalization, and the industry opportunities presented by the Hainan Free Trade Port.
Prior to this, at the invitation of CCPIT Hainan, Zhao Mengda, President of the CCPAIIA and CEO of Longcharm Group, led representatives from Longcharm Group and ecosystem enterprises of the CCPAIIA to participate in the Hainan Guest‑of‑Honor series of events during the 4th China International Supply Chain Expo. This fully demonstrated the Association’s proactive efforts to serve local industrial development and facilitate the implementation of high‑quality corporate resources.
During this inspection visit to Hainan, participating enterprises—including Shanghai Velowind Network Technology Co., Ltd., (Velowind), Locus X (Beijing) Technology Co., Ltd., Shanhaifu (Beijing) Tourism Development Co., Ltd., Beijing Xingchengyao Automotive Technology Co., Ltd., and Shanghai Yifei Technology Development Co., Ltd.—held practical discussions with relevant Hainan provincial departments, platform enterprises, and industry associations in areas such as outdoor sports standardized platforms, spatial computing and digital twins, RV manufacturing and operation, immersive digital cultural tourism experiences, and cultural tourism destination operations.
Zhao Mengda, President of the CCPAIIA and CEO of Longcharm Group, attached great importance to this Hainan inspection and personally led the delegation to advance project implementation. As the head of the CCPAIIA and CEO of Longcharm Group, Zhao Mengda stated that the construction of the Hainan Free Trade Port has entered a critical stage, and sectors such as cultural tourism, sports tourism, rural revitalization, and automotive tourism are facing new development windows. The Association will leverage its platform organisation and industrial resource integration advantages to bring more ecosystem enterprises with mature products, operational capabilities, and investment capacity to delve deeper into Hainan, study Hainan, and serve Hainan, ensuring that high‑quality projects are truly implemented and deliver tangible results.
During this inspection, Velowind participated in several symposiums as a key ecosystem enterprise. Liu Hailiang, founder of Velowind , provided a systematic presentation on the outdoor sports standardised service platform, special‑purpose support vehicles for outdoor sports, electric‑assist bicycles, team leader network construction, route planning and operation, and support systems for cultural tourism destinations. Velowind has already developed operational practices in locations such as Qiandao Lake and Xiamen Huandong Romantic Line, and possesses the capability to integrate cycling, hiking, camping, self‑driving tours, rural sites, and scenic area resources into a cohesive development model. The company hopes to combine Hainan’s coastal tourism highways, tropical rainforest tourism roads, coastal rest stops, rural resources, and scenic area resources to create outdoor sports and agro‑cultural tourism integrated products with distinctive Hainan characteristics.
In the symposium with the Department of Tourism, Culture, Radio, Television and Sports of Hainan Province, the Hainan side provided policy guidance on Free Trade Port policies, coastal tourism highway resources, sports event subsidy programmes, RV campsites, space tourism, digital scenic spots, and industry connections with cities and counties. They also advised enterprises to fully understand Hainan’s distinct peak‑and‑off‑peak seasons, relatively concentrated scenic area resources, and the need for long‑term cultivation in project operations—suggesting that they conduct preliminary research, then plan according to local conditions, and promote implementation on a site‑specific basis. Zhao Mengda stated that the Association and its ecosystem enterprises will fully respect Hainan’s actual conditions, avoid simple replication and blind investment, and instead explore light‑asset, operable, replicable, and sustainable cooperation models that align with Hainan’s resource endowments and market demands.
In exchanges with Hainan Tourism Investment Group Co., Ltd., discussions focused on the Exianling Scenic Area, tourism rest stops, secondary consumption within scenic areas, immersive experiences, digital twins, and outdoor sports routes. Velowind proposed leveraging Hainan’s composite resources—mountains, rainforests, coastlines, and road networks—to connect scenic areas and rural sites, upgrading traditional sightseeing tourism toward products with higher per‑capita spending, higher repurchase rates, and multi‑day experiential offerings. The parties reached a preliminary consensus to conduct follow‑up site visits to the Exianling Scenic Area and rest‑stop projects to assess the feasibility of cycling‑related operations.
In the discussion with the Hainan Tourism Scenic Area Association, the two sides focused on cooperation pathways between A‑rated scenic area resources across the province and external high‑quality cultural tourism enterprises. The Association introduced its member scenic area resources and industry trends, expressing the hope to introduce professional and standardised operation teams to provide new ideas for scenic area business upgrading and incremental revenue expansion. The CCPAIIA side noted that, in line with the policy direction of the Central Document No. 1 on promoting comprehensive rural revitalisation and integrated development of agriculture, culture and tourism, they would explore systematically linking Hainan’s distinctive villages, scenic areas, rest stops, cycling routes, outdoor sports, and cultural consumption, so as to help create new cultural tourism products with stronger experiential appeal and greater conversion capacity.
On July 19, President Zhao Mengda, together with Velowind founder Liu Hailiang, visited Cui Wen, Chairwoman of Haikou Xiuying District Tourism Investment Company, for a dedicated discussion on the implementation of Velowind’s project in Xiuying District. The two sides had in‑depth exchanges on project core competitiveness, cooperation models, platform construction, vehicle compliance, operation management, site deployment, policy support, and subsequent high‑level follow‑up. The Xiuying District Tourism Investment side expressed hope to promote the district’s cultural tourism development in the direction of a “sports + cultural tourism” integration, and showed interest in cooperation with the Velowind project. Both sides agreed to continue refining cooperation paths after the meeting and to move the project into a substantive negotiation phase.
This Hainan inspection is an important action by the CCPAIIA to advance industrial resources from expo‑based exchanges to local implementation, following its participation in the Hainan Guest‑of‑Honor series at the 4th Chain Expo. In the next phase, with the guidance and support of relevant Hainan provincial departments and CCPIT Hainan, the CCPAIIA will continue to organise ecosystem enterprises to conduct in‑depth research into Hainan’s resource conditions, policy environment, and market demands. Focusing on rural revitalisation, agro‑cultural tourism integration, automotive tourism, digital cultural tourism, and sports tourism, the Association will explore more industrial cooperation opportunities aligned with the development positioning of the Hainan Free Trade Port, contributing both platform strength and corporate efforts to the high‑quality development of Hainan’s cultural tourism industry.
