
On July 10th, China Culture Promotion Association Industrial Investment Association (hereinafter referred to as the “CCPAIIA”) was invited to visit Guizhou Colorful New Media Co., Ltd. (hereinafter “Colorful New Media”), in collaboration with Shanghai Prospect Development Institute (“SPDI”), Longcharm Group, Shanghai Velowind Technology Network Co., Ltd. (“Velowind”), Shanhaifu RV Rental and Campground Management Group ("Shanhaifu"), and the Academy of Metropolis Economic and Social Development, Capital University of Economics and Business-College of Urban Economics and Public Management ("CUEB"), etc. The delegation also visited the China (Guizhou) Grand Audio-Visual Convergent Development Industrial Park (Xiaolan Mountain Base) for an exchange symposium.
The symposium was attended by Mao Jian, Chairman and General Manager of Colorful New Media; Ding Yong, Executive Vice General Manager; Sun Yongbo, Vice General Manager; Shi Ying, Assistant General Manager; and Xie Yunjiang, representative of the park. From CCPAIIA and associated institutions, the participants included Zhao Mengda, President of CCPAIIA , Director of SPDI, and CEO of Longcharm Group; Dr. Wang Lina, General Secretary of CCPAIIA, Director of SPDI, and Co-Founder of Longcharm Education; Liu Hailiang, Founder of Velowind; Du Haoran, Strategic President of Shanhaifu; and Duan Yu from CUEB, as well as other partners.
The two sides engaged in in-depth discussions on cooperation opportunities across various fields, such as government-enterprise training, cultural tourism industry operation, AIGC (Artificial Intelligence Generated Content), and spatial intelligence. They focused on leveraging industry resources, investment capabilities, and technological applications to empower rural revitalization, automotive cultural tourism, and other nationally prioritized items. Their goal was to promote the integrated development of digital cultural industries and the real economy.
Colorful New Media is a key media operation entity under Guizhou Radio and Television Station, with extensive experience in IPTV, internet television, digital content management, and the construction of audiovisual industry ecosystems. It plays a vital role in enabling the Guizhou new media platform to integrate communication, smart audiovisual services, and innovation within the digital cultural sector. In recent years, Colorful New Media has actively participated in the construction of the China (Guizhou) Grand Audio-Visual Convergent Development Industrial Park, fostering audiovisual content production, digital technology application, cultural tourism scene operation, and industrial ecosystem clustering. The company continuously explores pathways for the integrated development of “Culture + Technology + Industry + Rural Revitalization.”
Prior to the symposium, the delegation toured the China (Guizhou) Grand Audio-Visual Convergent Development Industrial Park (Xiaolan Mountain Base), visited Colorful New Media, and met with resident enterprises such as Guangzhou Aifei. The Xiaolan Mountain Digital Cultural Industry Ecosystem Village, centered on Gaozhai Village, connects seven surrounding villages and covers an area of 1,713.19 hectares. As a regional model of the integrated development of “Culture + Technology + Ecology,” the village has attracted over 40 digital enterprises, created more than 600 jobs, and achieved an annual output value exceeding 800 million yuan. It has been designated as a “National Digital Cultural Village Pilot”, serving as, in line with "one park with multiple bases", a production and scene application base for audiovisual content within the China (Guizhou) Grand Audio-Visual Convergent Development Industrial Park.
During the symposium, both parties fully discussed multiple avenues for cooperation:
At the association level, they explored leveraging the CCPAIIA's platform resources to promote cultural industry investment, project introduction, industrial resources integration, and exhibition activities implementation, aiming to attract to Guizhou more high-quality cultural industry projects, technological applications, and capital and resources.
In education and training, they proposed collaboration between Colorful New Media and SPDI to develop local government and enterprise training programs, covering government official training, enterprise management, industry research, youth public education, and experiential learning projects, exploring a sustainable training service system. SPDI also plans to utilize its alumni network to provide free English training and research support for youth in Guizhou’s villages and counties.
Regarding industrial cooperation, Colorful New Media and Longcharm Group intend to establish a comprehensive strategic partnership, focusing on AIGC, cultural tourism operation, outdoor sports tourism, automotive cultural tourism, and spatial intelligence projects to be implemented in Guizhou. They aim to leverage Guizhou’s rich natural ecology, ethnic culture, mountain outdoor activities, rural tourism, and audiovisual resources to develop distinctive digital cultural tourism, automotive cultural tourism, and immersive content scenarios with local characteristics.
In the field of cultural tourism operation, discussions included the feasibility of introducing electric-assisted bicycles as secondary transportation in key tourist attractions like Wanfenglin Scenic Area. They also explored cultivating local influencers, such as “Small Town Youth” and “District and County Experts,” integrating training systems, supply chain resources, and content dissemination capabilities to create unique cultural tourism products and new local consumption scenarios.
In terms of AIGC and exhibition projects, CCPAIIA plans to upgrade and implement the “Asia Game & Animation Expo” in Guizhou, originally organized by the Ministry of Culture. Additionally, they discussed utilizing authorized resources from activities like “AIGC Spring Festival Gala,” combined with Guizhou’s cultural and ethnic features, audiovisual content production capabilities, and digital technology application scenarios, to develop innovative cultural projects with strong dissemination and industrial transformation potential.
Following comprehensive discussions, both sides reached preliminary consensus on establishing a joint project team led by Colorful New Media and Longcharm Group, with the aim of signing a comprehensive strategic cooperation agreement and advancing short-, medium-, and long-term projects.
In the near future, priority will be given to initiating projects such as research and study programs for youth in counties and towns, and electric-assisted bicycle transportation in Wanfenglin Scenic Area, to ensure rapid implementation. Medium-term goals include upgrading and establishing the “Asia Game & Animation Expo” in Guizhou and launching the authorized “AIGC Spring Festival Gala” and other AIGC and exhibition projects. In the long term, the collaboration will focus on the sustained deepening of efforts across areas such as the integrated development of culture, commerce, tourism, and sports; automotive cultural tourism; urban renewal and revitalization of existing assets; empowerment through industrial funds; and the application of spatial intelligence. Together, both sides will explore innovative pathways for the digital cultural industry to empower rural revitalization and the advancement of the real economy.
This symposium marks a promising beginning for the collaboration between Colorful New Media, CCPAIIA, and related industry partners. Moving forward, all parties will leverage strategic partnerships and concrete projects, integrating platforms, industries, investments, technologies, and content resources to jointly promote the high-quality development of Guizhou’s cultural industry and support its rural revitalization strategies.
