
Recently, a delegation led by Liao Siyu, Secretary of the Party Leadership Group and Director of the Culture, Radio, Television, Sports and Tourism Bureau of Jingyan County, Leshan City, Sichuan Province, was invited by Dr. Wang Lina, General Secretary of the China Culture Promotion Association Industrial Investment Association, to visit the Shanhaifu project in Beijing. The delegation met with Du Haoran, Strategic President of Shanhaifu (Beijing) Tourism Development Co., Ltd. They conducted on-site inspections of the Shanhaifu China World Trade Center exhibition hall and the Huairou RV campground, reaching preliminary cooperation intentions on RV industry implementation and wetland cultural tourism operation. Dr. Wang Lina also introduced Shanghai Velowind Technology Network Co., Ltd., a Shanghai-based outdoor sports lifestyle service platform company.
RV Industry: Scaled Production and Innovative Cooperation Model
According to Du Haoran, the company has achieved scaled production, with an annual production plan of about 800 units this year, adopting a "complete vehicle chassis + modification" model. If the project lands in Jingyan, it is conservatively estimated to generate 1.5–2 billion yuan in industrial output, driving the development of modification manufacturing, supply chains, and cultural tourism consumption. The company hopes to establish a production base in Southwest China and gradually advance the implementation of automotive modification manufacturing projects.
Shanhaifu has developed a mature "state-owned platform vehicle purchase + operating company leasing" model, under which the state-owned platform receives a fixed return, ensuring asset preservation and appreciation. This model has been implemented in multiple regions, achieving a win-win situation for the government, state-owned enterprises, and private companies.
Cultural Tourism Operation: Full-Chain Capabilities Match Wetland Park Needs
Shanhaifu possesses full-chain capabilities in RV manufacturing, campground operation, route planning, and event organization. It operates RV camps, RV rentals, self-driving tours, outdoor events, study tours, and other projects in various regions, connecting scattered tourist attractions to extend visitor stay and increase spending.
Jingyan Wetland Park boasts excellent ecological conditions and hosts large events annually, but faces the challenge of "abundant landscapes yet insufficient activities and commercial formats." Du Haoran suggested starting with small-scale, asset-light pilot projects such as RV camping bases, study tours, weekend outdoor events, music festivals and markets, RV rental, and self-driving routes. Once these pilots mature, they can be expanded and replicated, reducing the government's investment risk.
Introducing Velowind: An Asset-Light Outdoor Sports Platform
Velowind is an activity delivery service platform for outdoor sports. Centered on specialized support vehicles, it serves cycling, hiking, camping, family outdoor activities, events, and local cultural tourism scenarios, providing vehicle support, activity execution, equipment transport, route services, and guide support. The company is committed to standardizing the hardest-to-standardize offline delivery segment of outdoor activities, building it as infrastructure. As a major key project in Shanghai's Xuhui District, Velowind has already formed a strategic partnership with Chun'an County (Thousand-Island Lake), establishing a joint subsidiary and launching pilot route operations, validating its mature path of "resource openness – pilot validation – joint venture implementation – regional replication."
Director Liao Siyu expressed recognition of Velowind's cycling operation model, believing that asset-light investments such as service vehicles and electric-assisted bicycles align well with the needs of Jingyan Wetland Park and have the potential to become a direction for normalized operation pilots.
Cooperation Outlook
The company hopes to prioritize the implementation of an RV campground operation project and an RV rental operating company in Jingyan, with a subsequent goal of securing an automotive modification manufacturing project. Through an integrated model of "RV manufacturing + campground operation + route design + events and activities," it aims to help the locality create sustainable consumption scenarios and an industrial system. Dr. Wang Lina noted that Jingyan has the willingness, demand, and certain investment capacity, with the key being the implementation plan and operation team. In the next phase, all parties will deepen communication, promote the launch of pilot projects, and jointly build a new benchmark for RV cultural tourism and outdoor sports in Southwest China.
