Recently, Shanghai Velowind Network Technology Co., Ltd. (hereinafter referred to as “Velowind”), a portfolio company of Shenzhen Longcharm Holdings Investment Co., Ltd., and Shanghai Phoenix Electric Vehicle Co., Ltd. (hereinafter referred to as “Phoenix Electric Bicycles”), a subsidiary of Shanghai Phoenix Bicycle Co., Ltd., officially signed a master strategic cooperation agreement. Under the agreement, the two parties establish an exclusive strategic partnership, with Velowind becoming Phoenix Electric Bicycles’ core cooperation channel for nationwide scenic area scenarios, taking full responsibility for network deployment, daily operations, marketing and promotion, and commercial collaborations related to the relevant products. The cooperation term is three years.

A Century-Old Phoenix: Deep Heritage, Continuous Innovation

Shanghai Phoenix Bicycle Co., Ltd. is an iconic brand in China’s bicycle industry, with a brand history spanning over a century. From the household-name “Two-Eight Bar” bike to the cycling culture that leads the times,  “Phoenix” not only carries the travel memories of several generations but also represents the craftsmanship and quality of Chinese manufacturing. As an evergreen in the industry, Phoenix has always sought breakthroughs while preserving its heritage.

Its subsidiary, Shanghai Phoenix Electric Vehicle Co., Ltd., is a key driver of the brand’s transformation and upgrading. Focusing on electric mobility, the company leverages technology to lead the evolution from traditional bicycles to intelligent, green, and scenario-based electric travel solutions. Backed by strong R&D capabilities and manufacturing heritage, Phoenix Electric Bicycles is emerging as a representative provider of efficient, eco-friendly, and convenient travel solutions in cultural tourism scenarios. Phoenix’s electric assist bicycles (Ebikes) rank among the top in domestic export volume, demonstrating strong product competitiveness and global market recognition.

Velowind: Multi-Dimensional Fit, Deep Expertise in Scenic Area Operations

Velowind is an innovative platform in China’s outdoor sports service sector, focusing on the R&D and operation of specialized vehicles for outdoor sports. The company addresses the pain point of “transporting bikes for long-distance riders” by independently developing outdoor sports vehicles and holding proprietary modification technology patents. It has successfully launched operations in cities including Shanghai, Shenzhen, Changsha, and Chengdu. Its business model covers vehicle rental, equipment sales, and influencer collaborations. Additionally, Velowind has introduced an innovative “local leader incubation” model, boosting rural employment and cultural tourism consumption while supporting rural revitalization. With a long-term focus on cultural tourism mobility solutions, the company possesses mature capabilities in network construction, vehicle dispatch, maintenance support, and commercial integration. It has accumulated extensive hands-on experience in multiple core scenic areas across the country, forming a complete online-to-offline service loop. Liu Hailiang, founder of Velowind, noted that this partnership is not merely a superposition of businesses but is based on deep, multi-dimensional alignment between the two parties:

  • Strategic Timing Alignment: Against the backdrop of cultural tourism recovery and low-carbon transition, both parties are accelerating in sync, creating synergy.

  • Brand Value Alignment: Phoenix represents classic and trust, while Velowind stands for professionalism and efficiency; together, they convey the value proposition of “quality travel.”

  • Development Philosophy Alignment: Both parties are user-centric, innovation-driven, and committed to work on the green mobility sector.

  • Scenario Fit Alignment: Phoenix’s electric vehicles are naturally suited for scenic area slow traffic, while Velowind has precise scenario-based execution capabilities.

Platform Resource Empowerment: Industry Investment Branch Supports Nationwide Expansion

Notably, Velowind maintains close ties with the Industry Investment Branch of the China Association of Cultural Industries. As one of the branch’s key partner ecosystem enterprises, Velowind continuously receives resource support and industrial development guidance from the branch. The recent establishment of a subsidiary in Chengdu and the Angel round of financing, for example, leveraged the branch’s “bridge” function, providing crucial assistance for Velowind’s expansion into the Southwest China market. Leveraging the branch’s platform advantages, Velowind has reached cooperation consensus on the Phoenix project with regions including Shanghai, Yunnan, Sichuan, Hunan, Hubei, and Shenzhen, allowing for rapid implementation upon signing. This fully demonstrates Velowind’s core capabilities in scenic area resource integration and regional expansion.

Deep Cooperation: A Strategic Upgrade of Significance

The signing of this master strategic cooperation agreement marks Velowind’s upgrade from a general authorized partner to Phoenix Electric Bicycles’ exclusive strategic ally in the scenic area channel. This not only fully recognizes Velowind’s operational capabilities and industry standing but also reflects Phoenix Electric Bicycles’ deep, “professional-to-professional” deployment in segmented scenarios.

Over the next three years, the two parties will systematically build a nationwide electric mobility network for scenic areas. Velowind will leverage Phoenix’s product technology and brand strength to accelerate network coverage and service standardization. Phoenix Electric Bicycles, in turn, will utilize Velowind’s scenario-based operational expertise to achieve precise brand placement in the cultural tourism market. Together, they will create a “brand + operations + scenario” trinity of cultural tourism mobility ecosystems, offering visitors a more convenient, comfortable, and greener riding experience.

This partnership is not only a win-win choice for both companies but also a landmark practice of deep integration between a classic Chinese manufacturing brand and an emerging scenario-based operation force, providing a replicable model for the industry’s exploration of “time-honored brand revitalization + scenario specialization.”
